Error "Can't create project file"

Picaloader seems to have a problem creating project files where I want them. If I use the default folder it suggests it works fine but I can't get anything else to work! I can't get "C:\Incoming\Picaloader" to work! Does PicaLoader require certain folder permissions?

Using "C:\Incoming\Picaloader\" (end with "\").
Or download and install PicaLoader again, this bug had been fixed.
