unwanted DELETE behavior

If you Remove a Task and check Keep pictures to keep them, then do a Optimize Project Data, PL will delete the images off your hard drive that were from the removed task.
Should PL do this? I would think just the references in the database would be removed.
I would like to see this changed. PL should ignore these Kept images.
Maybe more database maintenance options with a clearer meaning for what they do?
