Sorting by filename Upper/Lower Case sensitive?

When sorting by filename all words starting with Uppercase characters are presented before Lowercase characters. Is this by intent or a bug? I didn't check all the different sort options to see if they were effected if this is a bug. 
If this is by intent I'd like to have a option of sorting not being case sensitive.
